Separate a browser problem from a file restriction
Use Drive’s supported download action and note the exact result. Check connection stability, device storage and the browser’s download message. Anyone with suitable sharing access can provide a file link. The fact that Google Drive hosts an APK does not prove Google or the original app developer produced it. Check the actual publisher, release information and file identity before installation.
